ANNUAL ELECTION SCHEDULE – 2012-13

1.     Following Election Schedule is announced after approval by Executive Committee on 27 Jun 2012 :

        a.    Annual Elections of the Executive Committee members for 2 years in place of members due

               to retire on 30 Sep 2012 will be held on 05 Sep 2012 :

        b.    Following members are appointed as Election Commission :

            (1)   Chairman    -  Mr. Shahid Usman, M/s EPCT (Pvt) Ltd

            (2)   Members     -   (1)   Mr. Muhammad Zubair, UE (Pvt) Ltd

                                          (2)  Mr. Shehzad Hassan Butt, M/s Bama Footwear

        c.    Functions of Election Commission. The election commission shall be incharge of

               all arrangements connected with the conduct of elections including but not limited to:   

                (1)   appointment of polling staff;

                (2)   ensuring display of the tentative voters’ list by the Secretary General PFMA

                        for the purpose of inviting objections ;

                (3)   examination of and decision on the objections received on the voters’ list ;        

  (4)   supervision of polling process and ensuring that the polling has been 

         conducted in an orderly, peaceful, transparent and fair manner in accordance

         with the provisions of the Memorandum and Articles of  Association and

         instructions of the Federal Government or the Directorate General of Trade

         Organisations in this regard;

      (5)   counting of votes and announcement of results.

        d.    Only those members are eligible to vote who have completed two year of valid   

               membership on 02 Jul 2012 and have paid renewal fee and other dues of  the

               Association.

        e.    Every member eligible to vote shall deposit with the Secretary General, the specimen

               signature card along with photograph indicating the status in the firm, company or

               concern by 05 July 2012. The right to vote shall be allowed only to the proprietor,

               partner or the director of the member firm or company, or a person not below the rank

               of General Manager authorized by the Board of Directors of a public limited company

               or, a multi-national company (as the case may be) and in no case one person can

               cast vote for more than one member company or concern.

        f.    He shall be entitled to cast vote at the time of election only if his name has already

              been registered with the Secretary General and appears on the list of voters.

        g.   List of members eligible to vote as on 02 Jul 2012 is available in Association Office

              and can be obtained on payment of Rs. 20/-. It is also displayed on PFMA website

               www.pakfootwear.org .

        h.  Changes if any regarding the name of representative alongwith necessary proof of

             eligibility will be sent to Secretary General by 06 July 2012, who will display the

             provisional list by 09 Jul 2012 on the notice board and website.

         i.   Members who have any objection to the entries / changes in the list of voters shall

              send their objections in writing to the Secretary General by 16 Jul 2012.

         j.   Secretary General will intimate decision on these objections by 21 Jul 2012.

         k.  In case of any dispute to the eligibility of a member, the case will be referred by the

              complainant aggrieved by the decision of the Secretary General in para j above to

              the Election Commission by 25 Jul 2012.

         l.   The Election Commission will decide the matter by 28 Jul 2012.

        m.   Any person aggrieved by the decision of the Election Commission or in case the

               Election Commission fails to decide the matter by 28 Jul 2012, may appeal to the

               Director General (TO) by 01 Aug 2012 who will decide the case by 09 Aug 2012 and

               his decision will be final.

        n.   A copy of final list of voters shall be displayed by Secretary General on 10 Aug 2012.

              A copy of such list will also be displayed on PFMA website www.pakfootwear.org and

              submitted to DG TO.

        o.   Posts due to fall vacant in Executive Committee on 30 Sep 2012 will be displayed on

              website on 10 Aug 2012 and any person eligible to contest the elections for the

              vacant post shall, send his nomination duly proposed and seconded by one member

              each and signed by the candidate on the prescribed form available in Association

              office to the Secretary General by 13 Aug 2012.

        p.   A copy of final list of voters will be provided to each contesting candidates by 13 Aug  

              2012 by Secretary General.

        q.   The nomination papers will be scrutinized by Election Commission and list of

              candidates will be displayed by 13 Aug 2012.

        r.    The objections if any to the nomination of candidates can be filed to the Election

              Commission by 15 Aug 2012 who will decide the cases by 16 Aug 2012.

        s.   Any candidate aggrieved by the decision of Election Commission or if Election

              Commission fails to decide the matter by 18 Aug 2012, may file an appeal to the

              Director General (Trade Organisations) by 22 Aug 2012 who will decide the case by

              29 Aug 2012 and his decision in this regard shall be final.

        t.    Election Commission will issue final list of candidates by 30 Aug 2012.

        u.   The Election Commission, if needed, shall appoint a Returning Officer, Scrutineer and

              Polling Officer who shall be other than the candidates by 01 Sep 2012.

        v.   The election of the members of Executive Committee shall be held by secret ballot.

              Neither postal ballot nor proxy shall be allowed; and the polling if needed will be held

              at Head office on 05 Sep 2012 from 0900 hours to 1700 hours.

       w.  Counting of votes shall take place immediately after the polling hours under the

             supervision of polling officer in the presence of candidates or their polling agents, if

             any, at the designated sites.

       x.   In the event of equality of votes between two or more candidates the result shall be

            decided on the basis of a draw conducted by the polling officer in the presence of 

            candidates or their polling agents and a record of the result thereof shall be made.

       y.   Provisional results may be announced by the Returning Officer immediately after

             polling.

       z.    Any person elected as member of Executive Committee shall send his nomination for

              election as an office bearer (Chairman or Vice Chairman) duly proposed and

              seconded by an elected Executive Committee member each and signed by the

              candidate to the Election Commission by 07 Sep 2012.

     aa.  The Election Commission will scrutinize the nomination papers and list of candidates

            will be displayed by 08 Sep 2012.

     bb.  Elections for office bearers will be held on 10 Sep 2012 if needed, in Head Office from

            0900 to 1700  hours.

     cc.  Provisional results may be announced by the Election Commission immediately after

           polling.

     dd.  The challenged votes shall be kept in a separate sealed envelope duly signed and

            sealed by the polling officer..

      ee.   The Commission or an officer designated by the Commission shall decide about the

              challenged votes after verification of necessary information before the official

              announcement of the results.

       ff.    The final result of the election of Executive Committee and office bearers shall be

              officially announced at the Annual General Meeting on 20 Sep 2012. It will also be

              displayed on PFMA website by 01 Oct 2012.

2.      All members are requested to intimate immediately change of their National Tax nos.

 if any, and the names of their representatives alongwith copies of their Computerized National 

 Identity Cards authorized to represent them in their absence in the polling.

3.    Members are reminded that they are only eligible to vote in the Annual Elections provided

they have :

         a.     Completed two years of membership on 02 Jul 2012 and fulfill the conditions 

                 stipulated for the renewal of membership.

         b.     Furnished the proof of filing of income tax return for assessment year 2010-11 or

                 exemption thereof (para 1b & d of our letter No. PFMA/SUBS dated 01 Mar 2012).

                 However they can take part in Annual General Meeting.

          c.     Paid the annual membership fee for the year 2012-13 and other dues.
